GIS FOR SAINT-PETERSBURG SITUATIONAL CENTER

The problems of time and material resources limitation, and also of a person physical abilities in extreme situations depend on adequacy and reliability of the information used at decision-making, and also on an effectiveness of these decisions acceptance. These aspects cause necessity of use for maintenance system of a city life support and safety system of modern technologies for gathering, processing, analysis and visualization of the information, development of decisions and, that is exclusively important, maintenance of uniform information space for coordination and interaction of state power bodies of the Russian Federation subjects, local government institutions and also the various ministries and departments of the federal level.

 

One of the problem solution basic directions was creation of St.-Petersburg situational center, which kernel became a geographical information system of St.-Petersburg situational center (SPb SC GIS), which has allowed the most full service provision of the St.-Petersburg Government information needs with an opportunity to escalate of functional characteristics for service of information needs of the Russian Federation federal state power bodies and the organizations of federal submission. The SPb SC GIS solved problems are the information supply at the decision of management problems in such fields as Economic safety; public order; properties; ecological safety; transport and communication; industries; extreme (crisis) situations. Basic functions of SC GIS can be reduced to the decision of private problems, basic of which were Monitoring of objects of management condition; forecasting of a situation development on the basis of the incoming information analysis; modeling of administrative decisions consequences; expert estimation of accepted decisions and their optimization; management in a crisis situation.

 

The effective decision of a Russian Federation subject territory management problem became possible owing to use of the cartographic information on which background the analysis of the geospatial and spatially-distributed information was conducted. In turn advanced GIS technologies have allowed developing and introducing methods of effective work with the cartographical information of various scales conducting monitoring and navigation of ground, water and air transport; operative using space pictures for updating cartographic and thematic layers of SPb SC GIS.

 

Use of a cartographic server technology for state power bodies has allowed increasing repeatedly the SPb SC GIS information filling.

 

All SPb SC GIS elements are realized and introduced, have passed pre-production operation have provided information support of carrying out the “G8” Summit. Now SPb SC GIS as a whole is successfully maintained and included as a component of the regional GIS in a GIS of the federal level.
